It plans to transform eight camps into self-sustaining villages by 2012, while focusing its assistance on self-reliance in the remaining camps. Government ministries will be engaged to support the maintenance of camp infrastructure, which will be opened up to local populations. UNHCR will continue advocating for developmental, area-wide recovery programmes that include refugees. As protection cluster lead for the east, UNHCR will focus more attention on IDPs.
